Meet the Executive Director



Todd Breaker MSOLQ, Executive Director 

Todd Breaker is the Executive Director at UCP of West Central Wisconsin and began his duties in August of 2016. Todd replaces and follows in the footsteps of the iconic Ruth Gullerud. Todd has embraced the quest for continuing to make UCP great for many years to come.

Todd brings a solid background of professional experiences to the Executive Director position. Involved in social services for most of his working life, he spent over 25 years in public programs that serve individuals with disabilities that experience multiple chronic conditions and frailties of aging. Todd has been active with public programs that have changed service delivery in the State of Wisconsin since 1997 such as Self Directed Services, Aging & Disability Resource Centers and Managed Care Organizations.

His focus is on quality, strategic planning, program development, management, data analysis and business operations. Todd loves to build up programs, create solutions in the most difficult situations, work in complex systems and stay focused on the customer.

Todd has his BS from UW-Oshkosh in Human Services and a minor in Wellness Promotion. He earned his MS in Organizational Leadership and Quality from Marian College in Fond du Lac. Todd and his family relocated in 2009 to Eau Claire, Wisconsin. Prior to Eau Claire they resided in Wausau, Wisconsin for fifteen years. Todd was born and raised in the Fox Cities and spending most of his childhood and early adult life in Menasha, WI.
